...a structurally reorganized sustainable health system which provides a balance between health promotion; disease prevention, institutional, and community-oriented services.  This renewed system will offer health service delivery alternatives to Manitobans, who will play an active role in decisions about their health, the health services they receive, and the manner in which those services are provided.  The system will facilitate compassionate, high-quality care which preserves human dignity.
