PURPOSE:

To support recruitment and retention of specialists serving in clinical areas where service delivery is  vulnerable by virtue of a deficiency in that clinical area.

FUNCTION:

1. To define the application process to access the Specialist Physician Recruitment and Retention Fund.

2. To review and priorize applications

3. To assess and ensure legitimacy of recruitment need for all applications.

4. To approve applications and ensure timely notification of approval or denial of funds to the applicant's sponsor.

5. To conduct a two-year evaluation of the process.

TERMS OF REFERENCE:

1. Applications must be individual/position specific.  A sponsor must   initiate the process.

2. Funding will be based on issues related to:

· vacancy/vacancies

· risk to system of loss

· significant documented wait lists

3. Vacancies must have a significant impact, such as loss of one individual in a group of ten would be less difficult than a loss of one of two.

4. Difficulties with recruitment must be identified and include:

· national human resource pool in that area

· formal recruitment process having been unsuccessful or at significant risk of being unsuccessful.

5. All successful applicants will be expected to provide a one-year return of service commitment.

6. Maximum allotment of $15,000 per applicant is available to the physician to cover expenses which can include:

· moving expenses

· incentive payments

· continuing medical education

· training enhancements

· support of research activities

· other expenses

Extraordinary recruitment expenses incurred by programs or hospitals, aside from the above, may be submitted for consideration by the Fund.

7. In joint recruitments, the University and/or hospital would be expected to contribute toward recruitment efforts and expenses as they would have previously.

8. Application can be made by using the attached application form and must be jointly supported by the site and program (Appendix A). Impacts of recruitment/retention, vis a vis operating resources, must be ensured.

9. Application deadlines have not been identified, and applications will be accepted ad hoc.

MEETING FREQUENCY:

The Committee shall meet monthly or at the call of the Chair.

QUORUM:

A majority of members of the Committee shall constitute a quorum thereof.
